I didn't say this is a lichtenstein pop art, i said "lichtenstein inspired". And FYI your guess is wrong, why would i vexeled it if i could just use the brush tool for image outlining, just try to modify the brush shape if you haven't tried it yet, and also just use the BRUSH TOOL again for image coloring. look closely IRX, i just made the dots smaller.
